ABB (UK) has released a comprehensive new guide to the Environmental Permitting Regulations (EPR) and MCERTS, the Monitoring Certification Scheme of the Environment Agency (EA). Entitled MCERTS and EPR – a guide to environmental EPR legislation and monitoring systems and services, the guide is a useful point of reference for anyone responsible for the monitoring of emissions to air or water at an EPR-regulated site.

Introduced into the UK in 1998 for air emissions and expanded in 2005 to cover effluent emissions to water, MCERTS was created to provide a set of standards for the monitoring and collection of environmental data and as a foundation for regulatory monitoring for EPR permit holders.

ABB’s new guide details the test and monitoring standards covered by the MCERTS scheme, why it is needed and how it is being applied. It also explains who qualifies for the scheme and explains the steps that need to be taken to conform to the relevant ISO and EN standards.

The guide also explains the Operator Monitoring Assessment (OMA) scheme that the EA introduced to assess self and third party monitoring, including how to apply for an OMA audit; how to improve your OMA score; and how to maintain compliance.

“With operators now confronted by an often confusing array of legal requirements, keeping up to date with the latest regulations and standards can be difficult,” says Tony Hoyle, General Manager for ABB’s UK and Ireland Measurement Products business. “Our new guide is aimed at helping operators to quickly identify the steps they need to take in meeting the EPR and MCERTS requirements to ensure that their site is fully compliant.”
