Changes should be made to
environmental legislation so that more cities are given support to go ahead with green projects, it has been commented.
Strategic director at the Greater Manchester Environment Commission Mike Reardon said there are "some real challenges" in funding large sustainability initiatives in the UK.
He recognised the difficulty in raising finances for the projects in the absence of public funding support from the government.
Mr Reardon added: "If we are to rely upon private investment in this area, we have got to come up with some answers to the sorts of questions that they will ask."
His comments follow the launch of the Green Building Toolkit by the Better Building Partnership last week.
The initiative has been established to promote efforts in cutting energy, waste and water.
It will also encourage more building management groups to become commonplace in commercial buildings in the country to help implement strategies to reduce carbon levels.
