Draft Materials Recovery Facilities Regulations

Joint Defra / Welsh Government consultation on proposed amendments to Environmental Permitting Regulations 2010 in England and Wales to require certain Materials Recovery Facilities (MRFs) that sort mixed dry recyclate from household and commercial co-mingled collections to sample and compositionally test their material input, residual and output streams. Recording and reporting obligations are also to be introduced. The amendments are planned to come into force in April 2014.

Other measures aimed at improving the quality of recycling are set out in a draft Action Plan (England only) that is published for informal consultation.
