PFAS in water
The changes bring monitoring obligations that go well beyond current practice for many member states.
Directive (EU) 2026/805 was adopted on 30 March 2026 and published in the Official Journal on 20 April 2026.
It amends three existing pieces of water legislation at once: the Water Framework Directive (2000/60/EC), the Groundwater Directive (2006/118/EC) and the Environmental Quality Standards Directive (2008/105/EC).
Together, the three directives form the backbone of EU water-status assessment.
A coordinated amendment across all three carries more practical weight than a single-directive update would.
For surface waters, the directive establishes an environmental quality standard for the sum of 25 PFAS, expressed as perfluorooctanoic acid equivalents.
For groundwater, the standard covers the sum of the 20 PFAS already listed under the Drinking Water Directive.
It sits alongside a considerably stricter limit of 0.0044 µg/L for the four PFAS considered of greatest concern: PFHxS, PFOS, PFOA and PFNA.
Member states are also encouraged, though not yet required, to monitor total PFAS in groundwater and surface water.
This will use guidance the Commission is developing under the Drinking Water Directive.
Bisphenols receive comparable treatment for the first time.
The directive adds a "Sum of Bisphenols" parameter, covering at least Bisphenol B and Bisphenol S, to Annex III of the Environmental Quality Standards Directive.
Member states must also consider identifying and monitoring Bisphenol B and Bisphenol S as river basin specific pollutants where relevant.
Results would feed into river basin management planning.
The Commission is expected to consider a full quality standard for total bisphenols at the next review.
Monitoring station density is now set out in explicit terms rather than left to national discretion.
For surface waters, member states must run at least one monitoring station, plus one additional station per million inhabitants and further stations according to surface area.
For groundwater, the minimum is two stations, plus one additional station for every 45,000 square kilometres of groundwater bodies.
The directive also carries forward a watch-list mechanism.
Substances flagged for emerging concern are monitored for periods of 24 months, after which the European Chemicals Agency reviews the results and decides whether monitoring continues.
Microplastics and antimicrobial resistance indicators are due to become mandatory watch-list entries once reliable and affordable monitoring methods exist.
That condition keeps their formal introduction open-ended for now.
The directive also points towards greater use of non-traditional data sources.
The European Chemicals Agency is required to integrate data generated by remote sensing and the Copernicus Earth observation programme into its assessments.
This signals that satellite and airborne monitoring data will carry more formal regulatory weight than before, rather than functioning purely as a supplementary research tool.
For instrument makers, laboratories and monitoring-network operators serving the sector, the practical implications sit in two places.
The tighter groundwater PFAS limits raise the analytical bar for method sensitivity.
The new bisphenol parameter opens a monitoring requirement that many laboratories have not previously had to service on a routine basis.
Confirmed near-term dates include a supplementary monitoring programme for watch-list substances, due by 22 December 2027, and a preliminary programme of measures by 22 December 2030, feeding into the 2033 river basin management plan cycle.
The Commission's delegated-act powers under the directive took effect from 10 May 2026.
