Abstract
prepared for the CEM 2001 International Conference on Emissions Monitoring 25-27 April 2001-01-23 Arnhem, The Netherlands
This paper will review the evolution of emission measurement practices for stationary sources over the last few decades in the EU. Key issues on R&D, standardization, legislation, certification and accreditation in EU Member States will be analysed and compared to the situation in the USA and Japan. The focus of the analysis will be on the progress achieved to date regarding the development of harmonised practices across the EU and on the impacts of the current situation to the environmental protection and to the competitiveness of the European industry. Key policy issues will be discussed and the conclusions will highlight the benefits from systematic networking of reference laboratories and the need for an well-articulated strategy for EU wide activities. Issues related to the EU Enlargement process and to WTO (World Trade Organisation) will also be discussed.
